This Fee Policy is constructed in strict compliance with the Consumer Protection Act, 2019, the Consumer Protection (E-Commerce) Rules, 2020, the Telemedicine Practice Guidelines (2020) issued by the National Medical Commission (NMC) of India, and the relevant foreign exchange directives issued by the Reserve Bank of India (RBI) under the Foreign Exchange Management Act, 1999 (FEMA).
2. Definitions

"Platform / Technology Fee": The administrative and technological convenience surcharge levied by the Company for digital infrastructure, end-to-end data encryption, server maintenance, cloud storage, case coordination, and customer support.

3. Transparent Fee Structure and Price Breakdown
In accordance with Rule 5 and Rule 6 of the Consumer Protection (E-Commerce) Rules, 2020, prohibiting deceptive or "drip" pricing models, the Platform provides a full, itemized breakdown of costs before a user executes
payment:
Itemized Billing: Every checkout screen shall delineate:
The Professional Consultation Fee.
The Platform & Technology Facilitation Fee.
Applicable statutory taxes (Goods and Services Tax).
Applicable transaction/gateway processing levies.
Tax Applicability (India):
Under Notification No. 12/2017-Central Tax (Rate), healthcare services provided by clinical establishments or authorized medical practitioners are exempt from Goods and Services Tax (GST). Consequently, no GST is charged on the pure Consultation Fee component.
The Platform & Technology Facilitation Fee constitutes an Information Technology Enabled Service (ITES) and is subject to the
standard statutory GST rate of 18% for domestic transactions within India.
Tokenization and Zero Hidden Costs: In adherence to RBI mandates, the Platform does not levy any additional charge, directly or indirectly, for card-on-file tokenization or security provisioning.
4. Service Inclusions (Standard Scope of Delivery)
Payment of the baseline Second Opinion Fee entitles the User to the following defined scope of medical advisory services:
Medical Dossier Review: The systematic clinical assessment of past medical history, clinical summaries, diagnostic reports, and digital radiologic imaging (DICOM/JPEG/PDF format) uploaded by the User.
The Primary Medical Deliverable: Either (a) an exhaustive, digitally signed, written Second Opinion Report delivered within the stipulated Turnaround Time (TAT), or (b) a scheduled synchronous audio/video teleconsultation of predetermined duration (typically 15 to 30 minutes), as selected during checkout.
Complimentary Post-Review Query: The User is entitled to submit one (1) single set of clarifying questions via the Platform’s secure messaging interface within seven (7) calendar days following the delivery of the report or conclusion of the teleconsultation. Such questions must pertain strictly to the specific medical condition, reports, and diagnosis reviewed.
5. Service Exclusions and Supplementary Surcharges
Any clinical or administrative requirement falling outside the baseline scope defined in Section 4 shall be deemed an "Out-of-Scope Service" and will incur supplementary surcharges:
Expedited / Priority Review Surcharge: Where the User requests an expedited review (e.g., within 24 to 48 hours), an urgency fee shall be levied to compensate for prioritized medical board scheduling.
Multi-Disciplinary Tumor Board / Complex Panel Review: If a case (e.g., complex oncology, multi-organ pathology) necessitates the concurrent review of three (3) or more medical and surgical specialists, it will be classified as a Multi-Disciplinary Panel and billed at customized institutional rates.
Certified Medical Translation Surcharge: All submitted records must be in English. Where non-English documentation is provided and the User elects to utilize the Platform’s certified medical translation partners, third-party translation fees will be billed prior to case assignment.
Physical Digitization Surcharge: Where a User insists on dispatching physical film, slides, or CDs to our administrative offices, an administrative scanning, digitizing, and cloud-ingestion fee will be applied.
New Clinical Manifestations: Any inquiries submitted beyond the 7-day post-review window, or introducing new symptoms, distinct pathologies, or post-dated diagnostic tests, will require the booking of a distinct, separate consultation at standard rack rates.
6. International Cross-Border Financial Terms
Currency Denominations: The Platform supports dynamic currency conversion, allowing international patients to view and settle fees in multiple foreign currencies (including USD, EUR, GBP, AED, and SGD) or INR.
Foreign Exchange (Forex) Fluctuations: The User acknowledges and agrees that transactions billed in foreign currencies are processed based on prevailing commercial exchange rates and intermediary bank markups. Easy Second Opinion bears zero liability for currency conversion variances, foreign transaction fees, cross-border card charges, or international banking markups applied by the User’s card-issuing bank.
FEMA Compliance: All cross-border remittances are received, settled, and accounted for in strict accordance with the Master Directions on Inward Remittances and Merchant Invoicing issued by the Reserve Bank of India.
7. Third-Party Payers, Health Insurance, and Superbills
Direct Billing Exclusion: Easy Second Opinion operates strictly on a self-pay, direct-to-consumer basis. The Platform does not participate in direct billing, cashless networks, or Third-Party Administrator (TPA) settlements with any domestic or international health insurance company, statutory healthcare scheme (e.g., NHS, Medicare, Medicaid), or private payer.
Superbill Provision: Upon settlement, the Platform generates an authenticated electronic tax invoice containing the Consultant’s name, academic credentials, and State/National Medical Council registration number. The User may submit this invoice independently to their insurance provider for reimbursement.
Disclaimer of Reimbursement: The Platform makes no warranty or representation that foreign or domestic insurance carriers will honor or reimburse claims for telemedicine second opinions rendered across sovereign borders. The financial obligation remains entirely with the User.
